Types of Listings and Criteria for Available Industrial Facilities

OBJECTIVE: To showcase industrial buildings in the Commonwealth of Kentucky that are readily available for the location of business and industry.

Note:
If upon review a building does not meet the following criteria it will not be considered a primary building but may be published on the web. It may be marketed as a secondary building, and made available for the Kentucky Cabinet for Economic Development industrial projects.


REQUIRED FOR PUBLICATION

Environmentally Hazardous Facilities:
If there are unresolved environmental issues, the building CANNOT be listed until a Clean Closure letter from the Environmental Protection Cabinet is provided.

Must be in Good Condition: Buildings must be well-maintained, clean and presentable to clients. Buildings that are in poor condition or extreme disrepair will not be marketed.

Listing: The local economic developer representing the community must agree to have the building published by the Kentucky Cabinet for Economic Development.

Minimum: The building must have at least 10,000 Sq.

Utilities: The name of the providers and the line size at the street or building is required.
  • Electric: Three-phase electric is required for manufacturing facilities. Adequate electric is required on site for warehouse and distribution facilities.
  • Water: Service is required.
  • Sewer: Building must have sewer service. In areas where sewer is not available, buildings served by a functioning septic system will be considered for inclusion on the secondary building list.
Zoned Industrial:If the community has no zoning and the building is located in an area conducive to industrial use, we will market the building. However, where there is community zoning, the building must be a principal permitted use in an industrial or mixed-use zone conducive to industrial or warehouse use. A zoning code and description is required before building can be marketed.

Minimum Ceiling Height of 10 feet: Buildings where the majority of the space has a ceiling height of less than 10” will not be listed. Buildings with a ceiling height from 10’ up to 14’ will be placed on the secondary list.

Must be available within 90 days of Sales Contract:If the facility is occupied, the owner needs to provide a written statement affirming that the building can be vacated within ninety (90) days of a signed sales contract. This statement must be submitted prior to the Cabinet prior to marketing. In addition, if the facility is occupied there needs to be an understanding between the owner and the occupant that there will be periodic client visits through the building.

A Sale and/or Lease price must be provided.

Multi-Tenant Facilities: Multi-tenant buildings that meet the primary building criteria may be published provided all of the following additional criteria are met:
  • The Cabinet will NOT accept multi-tenant submissions from realtors or private individuals. Realtors and private individuals must submit all multi-tenant buildings through the community’s local economic development agency. All updates changes and notifications must be between the local economic development agency and the Cabinet. One point of contact at the local agency is preferred.
  • A walk through tour must be conducted on all multi-tenant buildings prior to web publication to verify the accuracy of the description provided by the local agency.
  • A fire/demising wall must separate tenants.
  • Tenants must have separate entrances and docks.
  • An 8.5” X 11” floor plan must be provided with the submission form. The floor plan should designate vacant from occupied areas.
  • At the beginning of each quarter, the local economic development agency will be contacted for square footage updates for multi-tenant buildings only. If the local agency doesn't respond within 5-10 business days, the building will be temporarily removed until availability is confirmed. If the availability has changed, a new floor plan should be submitted to the local agency’s office showing available and occupied areas.

DESIRABLE - NOT REQUIRED FOR PUBLICATION


Natural Gas: Not necessary to publish a building. However if gas is available, the provider name and the line size at the street or building will be requested.

Rail: Not necessary to publish a building. If rail present specify status:
  • Rail Served - Currently on property or adjacent to tract.
  • Rail Possible - Rail company has agreed in writing to serve the building.
Trucking Highway Access: Not necessary to publish a building. However, if the facility is more than five (5) miles from the nearest Federal/State trucking highway as defined by DOT Surface Transportation Act, this will be noted on the building data sheet.

Telecommunications:Not necessary to publish a building. Access to an existing T-1 or better voice and data service is highly encouraged. If available on site or inside the building, it will be listed on the building profile sheet.

Special Studies: Not necessary to publish a building. If Phase 1 Environmental audits and/or Geo-Technical reports are available, copies of all applicable studies will be requested.


FACILITIES NOT MARKETED OR PUBLISHED


No proposed facilities.

No office space: Majority of square footage must be manufacturing and/or warehousing space.

Call center facilities: Will not be published to the web. However, they will be tracked internally for projects.

No subleases: No exceptions to this rule.

No multi-story production areas: As a general rule will not be marketed. However, office and storage areas in industrial buildings may be multi-story.

No tobacco warehouses: The only exception is a heavily constructed building block or metal exterior walls with concrete floors.
