Kentucky Matching Grants Program for High-Tech Small Businesses to Add Phase 2

Building on its successful Phase 1 program, Kentucky’s unique incentive program that matches federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) awards to high-tech small businesses in Kentucky, started matching qualifying Phase 2 SBIR-STTR awards  July 1, 2007.

The program, the nation’s first to specifically match both funding phases of federal SBIR and STTR awards, began accepting applications for Phase 1 federal awards in November 2006.

The Cabinet for Economic Development’s Department of Commercialization and Innovation (DCI) manages the program, which is administered under contract to DCI by the Kentucky Science and Technology Corporation. Kentucky-based recipients of federal SBIR and STTR grants can apply for matching funds of up to $100,000 to support Phase 1 exploration of the technical merit or feasibility of an idea or technology. Phase 2 federal awards, which support full-scale research and development, will be matched by the commonwealth up to $500,000 in each year of the award. Phase 0 and Phase 00 funds are also available to assist with preparing proposals for Phase 1 and Phase 2 grants, respectively.

The program is part of Kentucky’s plan to offer comprehensive SBIR and STTR funding, including Phase 0, Phase 1, Phase 00, and Phase 2, as well as to invest state funds in Kentucky companies during Phase 3 technology commercialization.

“The Phase 1 grant matching program has been extremely popular, and we expect that there will be many Kentucky high-tech businesses applying for Phase 2 matching grants from the state," said DCI Commissioner Deborah Clayton. “We have also been contacted by several high-tech businesses from outside our state that are interested in bringing their companies and high-paying jobs to Kentucky to benefit from this program.”

DCI began accepting applications for Phase 2 SBIR-STTR matching awards on July 1, 2007. Guidelines and application forms will be available online starting in mid- to late-July at  www.ThinkKentucky.com/dci/SBIR.
