Kentucky Commission on Small Business Advocacy Presents Model Program at National Small Business Conference
With less than two years in existence, the Kentucky Commission on Small Business Advocacy (KCSBA) was selected by the national Small Business Administration’s Office of Advocacy to present Kentucky’s program along with 11 other states. Ken Robinson, executive director and Greg Burkot, chairman of the KCSBA, attended the national meeting consisting of small business advocates from across the country.
The conference entitled, Building a Better Small Business Climate: State Regulatory Flexibility Best Practices, was co-sponsored by the prestigious Ewing Marion Kauffman Foundation and Public Forum Institute, and held in Kansas City in March at the foundation's headquarters.
This federal model of helping small businesses is referred to nationally as “Regulatory Flexibility” and grew out of a federal program created in 1980 and strengthened by President Bush in 2002. The essence of the program is to enable states to develop ways of achieving public policy goals without erecting unnecessary barriers to competition, stifling innovation, or imposing undue burdens on small businesses.
State presentations offered program specifics related to helping small businesses navigate through their required regulatory process. Kentucky’s presentation focused on three areas including Program Organization, Regulation Review and Communications. It was apparent that the Kentucky “Regulatory Flexibility” (Reg Flex) program has achieved a level of success on par with more mature programs in other states.
Currently 42 states are actively using “Reg Flex” or have implemented portions of the federal legislation either by executive order or formal adoption by their legislature.
Kentucky operates its program under executive order, thus providing the KCSBA with the mandate to review all new regulations and, when necessary, coordinate discussion with state agencies to ensure that the interest of small businesses is represented during the regulatory review process.
