Legislative Spotlight

Kentucky's economic competitiveness is front and center this legislative session. Governor Ernie Fletcher has laid the groundwork for his Get Competitive Kentucky initiative, a plan designed to make Kentucky more competitive globally and with our southern neighbors.

Emphasizing education to create long-term economic health, Governor Fletcher has proposed increased teacher salaries and financial support for the state's university research goals. "Knowledge-based jobs are dependent on higher learning," said the governor. "We must continue to work to provide the support our institutions need to succeed."

Governor Fletcher also announced ICARE, a plan which will help businesses employing 25 or less which have been unable to afford health care premiums to provide insurance to their employees as part of Get Competitive Kentucky. The legislation successfully passed the House of Representatives on February 7. "Small businesses make up the fabric of Kentucky's economy," said Governor Fletcher. "ICARE helps those businesses compete nationally and internationally while taking care of their workers." The Governor has also proposed relief from the Alternative Minimum Tax Calculation for thousands of small businesses.

To increase job growth and opportunities for the state of Kentucky, the governor, with support from Kentucky's leading economic development organizations and private sector industry, has advocated the passage of Employee Choice legislation allowing employees in unionized plants to choose whether or not to join a union. "I recommend we give our workers the choice that has led to greater economic prosperity for families in our competitor states," said Governor Fletcher. "By shifting Kentucky's non-Employee Choice status, we send a strong pro-business message and take Kentucky off the 'no-call list'."
